Terrebonne Parish School District
TERREBONNE PARISH SCHOOL DISTRICT (TPSD) PROJECT MANAGEMENT SERVICES FOR HURRICANE IDA SCHOOL RECOVERY/RECONSTRUCTION, HOUMA, LA
TPSD suffered extensive damage to its school buildings, office buildings, recreational facilities, and fields, due to the results of Hurricane Ida.
To aid in the recovery and reconstruction efforts, TPSD enlisted the services of Volkert, Inc. as the Program Manager. In turn, Volkert collaborated with Black Business Management to provide administrative, financial, project management, and document control support.
The requested services revolve around managing projects related to repairing the damage caused by Hurricane Ida. In their capacity as Program Manager, the combined team of Volkert and Black Business Management is responsible for creating a comprehensive plan for disaster recovery. This plan encompasses all existing professional service providers and their roles during and after the repair process. The team is actively involved in tasks such as preparing contracts for public works through competitive bidding, estimating costs, creating project schedules, setting priorities, monitoring progress on bids for hurricane-related public works, managing contracts, and proposing mitigation measures to ensure eligibility for reimbursement from FEMA and other relevant agencies.
During the reconstruction phase, Black Business Management is offering extensive coordination and support services. These services encompass a range of tasks, including but not limited to:
- Cost-estimating individual projects and advising TPSD on matters pertaining to the overall project budget
- Regularly scheduling in-person meetings with TPSD, necessary officials, and their contractors
- Weekly, at minimum, on-site inspections and monitoring related to all individual construction and repair projects
- Regularly scheduling meetings with the TPSD FEMA consultant to coordinate efforts
- Reviewing questions received from potential contractors during the bidding process
- Overall project management, including facilitating all phases of projects concurrently, from pre-design through construction completion
- Project schedule development, including adjustments based on the progress of work and specific recommendations for prioritizing and accelerating critical path items
- Value engineering assistance and best construction practices recommendations
- Working in conjunction with TPSD FEMA consultant to provide contracts, reports, logs, and other supporting documentation necessary for project worksheets
- Managing third-party architectural and engineering TPSD contracts and meeting with design professionals
- Reviewing, reconciling, and validating payment applications and invoices from third-party construction contractors, architects, and engineers in conjunction with the TPSD FEMA consultant
- Ensuring compliance with prevailing wage and hour requirements (Davis Bacon)
- Close-out document review, including punch-list documentation
- Working closely with the TPSD FEMA consultant to coordinate construction and planning efforts including FEMA documentation and project worksheets.
